The primary objective of the SVAMITVA Yojana is to provide an official ‘Record of Rights’ (Property Card or ‘Gharoni’ in Marathi) to all rural household owners for their residential properties (Abadi/Gaothan land). The scheme uses drone technology for accurate mapping of village residential areas.
This provides legal clarity of ownership and helps reduce property disputes and litigation.
SVAMITVA is a scheme for the entire village and is not based on individual application or poverty status.
Eligibility: All owners of residential properties within the demarcated ‘Abadi’ (Gaothan) area of Petgaon village are eligible to receive a Property Card for their property.
Focus: It legalizes ownership of the residential land (not agricultural land) that has been traditionally held without formal documentation.
Legal Ownership Document: The Property Card is a government-issued document that serves as definitive proof of ownership of the property.
Access to Credit: Property Card holders can use their property as collateral to take loans from banks or financial institutions.
Reduced Disputes: Clear demarcation of property boundaries helps prevent encroachments and minimizes land-related disputes.
Better Planning: Accurate maps help the Gram Panchayat plan and manage local civic infrastructure (roads, water lines, etc.) more effectively.
The process for receiving a Property Card is initiated by the government and requires community cooperation, not individual application.
Village Selection: The State Government (Land Records Department) selects the villages for mapping in phases.
Gram Sabha Resolution: The Petgaon Gram Panchayat must pass a resolution consenting to the drone survey.
Drone Survey: High-resolution drones map the residential area of the village to create accurate digital maps.
Ground Verification (Mala Matani): After the drone mapping, the villagers participate in the ground verification process, confirming the boundary lines of their properties as shown on the draft map, assisted by the Talathi (Revenue Officer).
Issuance: After all disputes are resolved and the map is finalized, the Property Card is officially issued to the owner by the Land Records Department.
