The central objective of DAY-NRLM is to reduce poverty by creating and strengthening Self-Help Groups (SHGs) and other community institutions of the rural poor. It aims to mobilize every poor rural household into an SHG network, providing them with access to financial services and enabling them to pursue diverse and sustainable livelihood opportunities.
Target Group: All households classified as poor according to defined poverty indicators in the rural areas of Petgaon.
Focus: The scheme primarily focuses on women from rural poor households, organizing them into women’s SHGs.
Inclusion: Special attention is paid to vulnerable groups like Scheduled Castes (SC), Scheduled Tribes (ST), particularly vulnerable tribal groups (PVTGs), and persons with disabilities (PwD).
The scheme provides financial and technical support through the SHG structure:
Revolving Fund (RF): A lump sum amount (typically ₹10,000 to ₹15,000) provided to SHGs to strengthen their institutional and financial management capacity, given after 3–6 months of active existence.
Community Investment Fund (CIF): Significant capital support given to the SHG Federation at the village or block level to support the livelihood activities of member SHGs.
Bank Linkage & Interest Subvention: Easy access to bank loans (up to ₹3 Lakh and more) at reduced interest rates (e.g., 7% or lower) for taking up economic activities.
Livelihood Support: Support for micro-enterprises, skill development (under DDU-GKY), market linkages, and non-farm sector activities.
The scheme requires mobilization into an organized group structure:
Form an SHG: Identify 10-15 poor women from your neighborhood and form a group (SHG), focusing on regular savings and internal lending.
Contact MSRLM/UMED: Contact the local Community Resource Person (CRP) or the UMED-MSRLM staff at the Block Mission Management Unit (BMMU) in Mul.
Vetting & Grading: The SHG will be graded by the Block Mission Management Unit after 3–6 months of successful operation to become eligible for the Revolving Fund and subsequent bank linkage.
